In the meantime, Xi'an city should implement three strategies: openness to the outside world, brought along by the advantageous industries and commonly advanced in the areas along the Bridge.
(1) Strategy as "propelled by openness."
Make use of the location conditions of the central point on the New Asian-Europe Continental Bridge within China's National Boundary, actively expand openness to the outside world, actively expand openness to the east and to the west regions. (1) Construction of "Xi'an Continental Bridge Industrial Garden Plot" Catering to the European Countries
Both external and domestic practices prove that, collaboration between industry and investment is the basic and essential one in the international economic cooperation, while constructing good investment environment that meets the demands of the investment side is the important guarantee for successful collaboration. It is one of the effective accesses to build the "Continental Bridge Industrial Garden Plot" catering to the European countries in Xi'an that promote the economic collaboration between Asia and Europe and cultivate the new growth pillars along the continental bridge. The industrial distribution in the garden plot mainly depends on manufacturing industry. The fund source mainly depends on investment introducing from the European countries along the Bridge, especially on that from European Union. The product sales rely on export and sold on domestic market. The industrial garden plot is jointly programmed, invested and constructed by China and Europe sides. The management pattern and management system can make full use of the successful experience of industrial garden plots both at home and abroad for reference.
(2) Construction for External Traffic and Transportation Network of Xi'an City
With Xi'an city as the center, network construction of comprehensive traffic and transportation that is mainly dependent on railway and mutually coordinated by highway, pipeline and air route will be helpful for enlarging the back-land of Xi'an city, helpful enlarging the bearing capacity of the continental bridge.

In the aspect of pipeline construction, it is mainly that we should build the pipeline of Jingbian to Xi'an for transporting natural gas.
In the aspect of air traffic construction, it is mainly that we should accomplish the second phase of reconstruction and extension projects at the Xianyang-Xi'an International Airport. Increase to open up the new airlines of Xi'an to Europe, Xi'an to North America and Xi'an to Oceania, so that Xi'an can really become the important aviation pivot of the west region and of the areas along the continental bridge.
(3) Construction for the Urban Parts of the Infrastructure and Ecological Environment
