Foreword
This booklet is a resource
document for the TDA process in the Tumen NET project. It presents a brief
introduction of the TumenNET project and provides the executive summaries
of National Reports and Regional Sector Reports that were prepared at
the initial stage of the Transboundary Diagnostic Analysis (TDA).Relevant
material from the TDA Workshop that was held on 29-30 August 2001 in Vladivostok,
Russia is also provided. This includes background papers and zonal cluster
analyses prepared for the workshop, as well as recommendations, discussions
and findings of the four zonal working groups; the Tumen River Basin Zone,
the Daurian Steppe Zone, the Mongolian Plateau Zone and the Supra-Regional
Zone.
Also attached are pertinent chapters of the "TumenNET Musan Iron
Ore Mine Fact Finding Mission Report" produced by Clough Engineering
in Perth and Mitsui Mineral Development Co Ltd in Tokyo in September 2001.
Musan Iron Ore Mine,located in North Hamgyong Province in the DPRK, is
perhaps one of the major polluters in the Tumen River Basin.
The TDA workshop agenda, information on the TDA process, the writing team
and other related materials are also available as Appendices.
The Tumen NET Governors' Memorandum of Understanding that was signed by
five of the 7 governors and vice governors present at the Vladivostok
meeting provides a significant step towards establishing a policy base
for the implementation of the strategic action program. It heralds the
transition from the science-based TDA to the policy-driven SAP.
The material in this booklet is for resource purposes only. It should
not be read to constitute national policies or any obligations by member
countries and /or the international donor community.
