Appendix 4: Production of the TumenNET
Transboundary Diagnostic Analysis
Process
The Russian lead agent is the overall manager for the production of the
TDA.
Local task managers will be responsible for the analytical
process in their respective zone. A high level advisory team will provide
technical, scientific and programming support as required. The lead agent
is responsible for overall quality control.
National authors will be primarily responsible for the
preparation of the analyses (causal-chain/socio-economic-political/stakeholder)
required for the TDA.
Zonal task managers will compile national inputs into
a draft Zonal TDA. They will oversee national stakeholder workshops, managed
and coordinated by National SAP planning units
The regional lead agent will supervise that process and
compile the 4 zonal TDAs into one comprehensive TumenNET TDA. The LA will
provide consulting advice to the zonal task managers to ensure internal
consisteny. The LA will also be responsible for quality control (verifying
technical accuracy)
The PCU will provide resources, ensure overall coordination,
and interface with all parties as and when required and throughout the
production phase.

the root causes identified in step1
Step 3 National authors complete targeted stakeholder analyses basedon
findings from the working groups at the regional TDA workshop and based
on steps 1 and 2
Sep 25 Mongolian co-authors meeting in Ulaanbaatar
Chinese National Day Holidays before and after October 1
Mon 8 Oct Final deadline for national authors to submit analyses to task
managers
Oct 9-20 Task managers compile data from national authors into a draft
zonal TDA and prepare a summary document for presentation at stakeholder
workshop.
- Lead Agent advisers work for one week with task managers to ensure internal
consistency
Oct 21-30 Task managers present draft zonal TDAs to stakeholder workshops
in each of the four zones and seek input/comments from the wider local
community-involve media.
- Zonal workshop in Seoul will focus on private sector
Nov 1-5 Task managers revise the draft Zonal TDA and incorporate stakeholder
feedback.
Tue 6 Nov Task managers submit final Zonal TDA to lead
agent in Vladivostok
Nov 7-21 Lead agent compiles Zonal TDAs into one comprehensive TumenNET
TDA and checks accuracy of data
Wed Nov 21 Lead agent submits Regional TDA to national Governments for
clearance
Nov 21-Dec 14 National Governments clear TDA
Fri Dec 14 Final deadline for national governments to
clear TDA to PCU
